Augusta Road Tax 1798-99

A list of the citizens of Augusta, Richmond
County, Georgia, who were taxed for the upkeep of roads in 1798,
will be found in a 10-page manuscript now in the Georgia
Department of Archives and History, Atlanta. The title
reads: "Road Tax / Laid by the City Council of Augusta / for the
Year / One thousand seven hundred & ninety-eighty." There
are four columns with the following headings:
1. "Names of free male persons residing in the City of
Augusta, and within three miles."
2. "Free Males from 16 to 50 yrs."
3. "Male Slaves from 16 to 50 yrs."
4. "Dollars" (and) "cents."
Each white male was taxed $2.50, and each male slave,
$1.00 a head. All names and amounts in the original list
for 1798 were written in ink.
In addition, there are at least 57 names written in
pencil, with remarks as to location of residence or occupation.
Several of the 1798 names had been crossed out, with "gone"
after some of them. A check of the records of the Richmond
County Inferior Court revealed that at least 7 of the
crossed-out names were for persons who had died in late 1798 or
early 1799, thus would not be included for the 1799 road tax.
Evidently the 1798 list was also used for 1799. There were
a total of 483 names on the list for the 2 years. All
names or remarks that were in pencil, have been shown in
italics in Table I. An asterisk (*) designates the names
that have been crossed out in pencil. The fourth column -
the amount of the tax - in the original list, has been omitted.
It will be noted that for certain male citizens, there
is a zero after the name. Evidently these persons were
over 50 years of age.
It was known that this 1798 list did not include the
names of all citizens of Augusta. It was thought that
possibly the Minutes of the City Council might give additional
names. However the earliest Council Minutes start with
April 1804. The first 2 years (r April 1804 to 4 April
1806) of the Council Minutes have a total of 169 names, of which
one-third were duplicate of those in the 1798/9 Road Tax roll.
These duplicates have an asterisk (*) before them (Table II).
The Minutes give an idea of the occupation of many persons for
1804-1806. An interesting side-light was the number of
cases of persons hailed before the City Council for "fighting,"
or some other infraction of Council's rules. Twelve of the
names are French (See "French Emigrants to Richmond County,
Ga.," June 1964 Quarterly). The month and year are shown
as follows: April 1804 abbreviated to: 4/04.
